1. In a medium pot over medium heat, combine milk, water and macaroni pasta. Season with salt and black pepper.
2. Stir frequently and bring to a simmer. Reduce the heat to low and stir for 8 to 10 minutes. You can add water if needed, ¼ cup at the time.
3. Remove the pot from the heat. Stir in grated cheddar cheese until it melts. 4. Add garlic powder and adjust seasoning to your liking.
5. Serve immediately.
