In a medium bowl, combine flour, semolina, yeast, powdered milk, sugar and salt.
Add water and oil. Using an electric mixer, mix ingredients until combined. Cover and leave aside for 30 minutes to rest.
Preheat a nonstick pan over medium heat. Pour about ¼ cup of the batter in the pan and wait until the bottom of dough browns and the surface dries.
Remove from pan and repeat the same process until the quantities are finished. Cover the dough with a towel to keep it moist.
When serving, stuff each dough with some thick cream and decorate with pistachio. Serve with sugar syrup.
